SH 142 West
Commissioner Westmoreland, Precinct 1 & Commissioner Theriot, Precinct 3 | Engineer: American Structurepoint, Inc.

This project will design improvements to SH 142 from SH 130 to SH 80 to enhance safety and mobility as Caldwell County continues to grow. The existing roadway includes one lane in each direction.
This design project builds on the Capital Area Metropolitan Planning Organization’s (CAMPO) Western Caldwell County Transportation Study. The study, performed in collaboration with Caldwell County, evaluated the need for additional connections between SH 130 and I-35 and proposed solutions along SH 142 to improve east-west travel.
IMPROVEMENTS
Widening and reconstructing the roadway to include:
Two-to-three lanes in each direction with raised medians
New traffic signals
Shared-use paths (SUP) for pedestrians and bicyclists on either side
Updating the existing bridges at Boggy, Clear Fork, Plum, Dry Branch, Morrison, and Hemphill Creeks
Adding a bridge over a proposed extension of CR 238 (William Pettus Road)
Constructing drainage upgrades
COST: $9M
PURPOSE
Enhance roadway safety
Improve mobility
RIGHT OF WAY
This project is anticipated to require additional right of way to complete construction. Once design is underway, a better estimate of right-of-way needs will be determined. Funding for right-of-way acquisition and construction has not been identified.
SCHEDULE
DESIGN: 2025 — 2027
The design process will include evaluations of current traffic, drainage, and environmental features will be evaluated, along with community input. Design is expected to be completed by mid-2027. Timelines for right-of-way acquisition and construction have not been determined.
