Rocky Road Realignment at SH 21
Commissioner Theriot, Precinct 3 | Engineer: HDR Engineering, Inc.

This project will design improvements to Rocky Road where it meets SH 21 to enhance safety and mobility as this area of Caldwell County continues to grow. Rocky Road currently connects to SH 21 via a feeder road at an angle that limits sight distance.
The project will design a new connection from Rocky Road to SH 21, realigning the current angled intersection to create a four-way intersection with SH 21. The final alignment for the new connection has not been determined.
IMPROVEMENTS
Realigning the roadway to meet SH 21 at a new four-way intersection
Widening the roadway to include two-foot shoulders on both sides
Installing a traffic signal at SH 21 intersection
COST: $460,000
PURPOSE
Improve visibility at the intersection
Enhance roadway safety
Improve mobility
RIGHT OF WAY
This project will require additional right of way to complete construction. Once design is underway, a better estimate of right-of-way needs will be determined. Funding for right-of-way acquisition and construction has not been identified.
SCHEDULE
DESIGN: 2025 — 2027
The design process will include evaluations of current traffic, drainage, and environmental features will be evaluated, along with community input. Design is expected to be completed by early 2027. Timelines for right-of-way acquisition and construction have not been determined.
