Caldwell County is partnering with the City of Luling to update the Luling Transportation Plan, which was last updated in 2019. This plan provides a vision for a safe, connected transportation system in Luling.

The update will build on the existing plan and incorporate newly collected data - such as traffic counts, crash statistics, demographic trends, and modeling - to identify and prioritize system-wide improvements.

Once complete, the updated plan will identify focus areas and three potential options for an alternate route to divert through traffic downtown along US 183.

The planning process is expected to begin in late 2025 and conclude by mid-2026. All timelines are estimates and will be updated as the planning effort progresses.

PREVIOUS PUBLIC ENGAGEMENT

July 2026: Luling Transportation Plan Update Open Houses

Caldwell County and the City of Luling hosted two open house meetings on Tuesday, July 14, 2026 from 11 a.m. to 1 p.m. and from 5 to 7 pm. at Zedler Mill (1170 S. Laurel Ave., Luling, TX 78648). Project team members shared information with community members about the Luling Transportation Plan Update, including recommended transportation focus areas and proposed projects, and collected feedback through comments and a survey.
